On tropico 3 how do you decorate a soldier with a medal?

I'm trying to get the achivement for decorating a soldior with a medal how do you do itOn tropico 3 how do you decorate a soldier with a medal?
Select your avatar and right click on a guard station/military base. "El Presidente" will wait there until a soldier comes along, and then he will give them a medal.
