Will Tropico 4 be available in Games on Demand, on Sept 27th, the day it comes out?

I think Tropico 3 was, but I can't find any confirmation online, of Tropico 4 doing to same thing.Will Tropico 4 be available in Games on Demand, on Sept 27th, the day it comes out?
